Articles of The Academic Committee of Xuzhou Museum



Article 1 General

Section 1 "The Academic Committee of Xuzhou Museum" is hereby set up in order to improve the academic level of Xuzhou Museum (hereinafter referred to as "the museum"), enhance the team construction of scientific research, and carry out democratic management, democratic supervision and scientific decision for scientific research, and in accordance with related provisions in Regulations for Museums and Administrative Measures for Museums.

Section 2 The academic committee is the supreme institution for academic deliberation, evaluation, management and consultation of the museum. It is composed of museum professionals. Under the leadership of the museum, it deliberates related major academic matters and gives work proposals.

Section 3 The academic committee is engaged in the promotion of academic democracy, academic morality, academic freedom, academic innovation, and academic development, so as to serve the museum's development strategy.


Article 2 Responsibilities

Section 4 Deliberating the development plan of the museum, and proposing rational comments and suggestions for the museum's development.

Section 5 Reviewing declarations for all categories of research projects, and evaluating awards for scientific research achievements of the museum.

    Section 6 Determining rules for resolving academic controversies, guiding and organizing academic morality educational activities, accepting claims about academic misconducts and organizing investigations, and deliberating and deciding disputes and academic anomie behaviors.

Section 7 Reviewing academic achievements materials for staff's title declaration of the museum.


Section 8 Reviewing and identifying scientific research awards, and supervising the use of scientific research funds.


Article 3 Organizational Form

Section 9 The academic committee is composed of scientific researchers (with the title above deputy senior) who support the leadership of CPC and have academic achievements and administrative staff with experiences. Members of the academic committee must be moral, honest, upright, impartial, principled, and not swayed by personal considerations; they must strictly obey the guidelines and policies of national scientific work and related regulations of the museum.

Section 10 The academic committee designates 1 chairman, 2 to 3 vice chairmen, some members and advisors, and 1 secretary. The chairman, vice chairman and other members are determined by the curator office after discussion, after which an announcement will be released and letters of appointment will be issued. External experts shall account for over 20% of the members of academic committee.

Section 11 The term of office of the members of academic committee is three years. The members can be reappointed consecutively. As to the membership, the academic committee should take the combination of all ages and balance of different subjects and majors into consideration.

Section 12 The academic committee may hire some advisors according to the actual demand in academic research of the museum. The advisors are mainly responsible for proposing comments and suggestions on the work of academic committee.

Section 13 The secretariat, which works as the daily administrative office of academic committee, is based in the department of scientific research.

Section 14 A member of academic committee may not remain the membership in the following conditions:

(I) The member voluntarily quits the committee;

(II) The member retires or is transferred out of Xuzhou Museum;

(III) The member is absent from the academic committee conferences for no reason for three consecutive times;

(IV) The member violates related regulations in this article;

(V) The member cannot undertake the membership for other reasons.


Article 4 Rights and Obligations

Section 15 Rights of the members of academic committee

(I) To speak and vote in academic committee;

(II) To suggest and criticize on scientific research and academic activities;

(III) To reconsider the decisions made by academic committee;

(IV) To investigate matters to be deliberated by the academic committee, and to refer to related documentations thereto;

Section 16 Obligations of the academic committee.

(I) To complete the tasks on scientific research management and academic activities of the museum;

(II) To strive to promote the museum's academic research, and to participate in the academic exchanges in and out of the museum;

(III) To recommend excellent talents at middle and young ages;

(IV) To organize the deliberations of the museum on external experts;

(V) To handle matters impartially, and to keep confidential the matters deliberated by the academic committee and the speeches of members;

(VI) To accept academic claims, and to propose resolutions to the curator office.


Article 5 Policy Making Procedures

Section 17 The academic committee adopts the principle of democratic centralism in making decisions.

Section 18 The decision made at the academic committee conference may not be effective unless more than two thirds of the members are present.

Section 19 In discussing a bill, a decision made by secret ballots requires more than half of the voters in support of it.

Section 20 The academic committee shall hold plenary meetings at least twice per year to discuss, deliberate or decide scientific research related work. Meetings may be convened at times as required. Prior to each meeting, the director of academic committee shall propose the agenda, and notify the members in advance, so as to prepare for discussions and make the meeting more effective.

Section 21 As to the schemes submitted to the academic committee for discussion, the director of academic committee, as necessary, may designate one or more members to bring forward opinions on preliminary examination for deliberation by all members.

Section 22 If an objection is raised on the decision made by the academic committee, all members may be convened for reconsideration on the consent of more than half of the members. No other reconsideration is allowed on the decision made by reconsideration.


Article 6 Discipline and Supervision

Section 23 When the director of academic committee is absent for some reason, the director shall designate a member to take the chair.

Section 24 If the member cannot be present at the academic committee conference for sick or casual leave, the member shall ask the director of academic committee for a leave.

Section 25 If a member does not obey the relative secrecy provision, and the circumstances are serious enough, the academic committee will report to the curator office for approval, where the member can be discharged from office by the academic committee.

Section 26 The academic committee implements avoidance system, that is, whenever a matter being deliberated involves a member or his/her immediate relative(s), the member shall evade the deliberation and voting.


Article 7 Supplementary Provisions

Section 27 Matters not covered herein, if any, will be negotiated upon separately by the academic committee.

Section 28 The articles shall be interpreted by the academic committee of Xuzhou Museum.

Section 29 The articles come in force from Nov. 10th, 2017.
