Regulations on Scientific Research Management of Xuzhou Museum


        This regulation is hereby formulated in order to fully mobilize the positivity, initiative and creativity for scientific research of the staff in Xuzhou Museum, enhance the scientific research management, improve the normalization, institutionalization and scientization of the scientific research in Xuzhou Museum, and ensure the normal operation of scientific research.

        I. Management of Scientific Research Organization

        Under the leadership of the academic committee of Xuzhou Museum, the scientific research leading group of Xuzhou Museum is founded, responsible for the organization and implementation of scientific research. The structure of leading group is determined after discussion by the curator's office, and the office of leading group is based in the scientific research department.

        The scientific research leading group shall organize relative scientific researches in accordance with the mid- and long-term plan of Xuzhou Museum. The group's responsibilities are as follows:

        (I) Decision and guidance of scientific research;

        (II) Formulation of long-term plan and annual plan of scientific research;

        (III) Organize and fulfill scientific research plan;

        (IV) Examination of the implementation of scientific research plan;

        (V) Management and promotion of achievements;
        (VI) Management of materials, instruments, facilities and funds;

        (VII) Organization of scientific research trainings and academic exchanges;

        (VIII) Other tasks related to scientific research.

        II. Management of scientific research plan

        (I) Under the guidance of the academic committee, the scientific research leading group formulates the long-term plan for scientific research, in accordance with the mid- and long-term development plan of Xuzhou Museum.

        (II) The departments formulate their annual scientific research plans respectively according to the long-term plan for scientific research of Xuzhou Museum, then the department of scientific research aggregates the annual scientific research plans of different departments, to form the museum's annual scientific research plan.

        (III) The scientific research leading group supervises the fulfillment of scientific research plan every half year.

        (IV) If the annual scientific research plan requires for modification and adjustment, a report shall be submitted to the scientific research leading group for deliberation, and the modification and adjustment can be conducted after approval.

        (V) The fulfillment of scientific research plan will be included in the performance appraisal system of Xuzhou Museum.

        III. Management of scientific research projects
        (I) The department of scientific research gathers scientific information, pushes notices on declarations of scientific research subjects at national, provincial and municipal levels, and organizes declarations of relative subjects.

        (II) The scientific research leading group and the academic committee will jointly review the argument basis, academic level, feasibility, technical approach, and personnel echelon of the scientific research subject to be declared, and propose suggestions on revision.

        (III) The department of scientific research gathers and releases information on call for papers by relative academic groups and institutions such as Chinese Museums Association and Jiangsu Museum Society, dispatches paper writing, and organizes contributions.

        (IV) The staff should write papers on relative academic research based on their work and practices.

        (V) The professionals should arrange scientific research tasks and conduct academic research according to Qualifications forProfessionals in Museology in Jiangsu Province. The task load of scientific research shall be assessed jointly by the scientific research leading group and the academic committee.

        IV. Management of scientific research achievements
Scientific research achievements refer to new techniques, methods, theories and cognitions that are theoretically or practically creative, and have certain scientific level and practical value.

        (I) The scientific research achievements include: publications such as academic monographs, reports of archaeological excavation, reports of cultural relics restoration, catalogues of cultural relics and exhibitions, and reading materials of popular science; theses and academic translations that are published; new products, techniques, craftsmanship, and designs that are accepted by inspection or identified; artworks and design works that are exhibited, published or delivered; awards at national, provincial or municipal levels.

        (II) Registration system is implemented for scientific research achievements. All the scientific research achievements undersigned by Xuzhou Museum and by the staff of Xuzhou Museum shall be registered in the department of scientific research. The scientific research achievements without registration may not be recognized in programs involved in performance appraisals and scientific research awards.

        (III) The department of scientific research makes statistics on the museum's scientific research achievements, and organizes the academic committee to identify the registered scientific research achievements under the leadership of the scientific research leading group.

        (IV) The awards of scientific research achievements will be conducted in accordance withIncentives for Scientific Research of Xuzhou Museum (Trial).

        V. Management of archives on scientific research
        (I) For the archives on scientific research, a responsibility system is carried out, where the person in charge of the subject is responsible for filing. Within three months after the subject is closed, the research group leader shall collect and construct the scientific research documentations that are completed by the research group and to be filed. The project volume shall be filed in the department of scientific research.

          (II) As required inScope for Filing Scientific Projects, the department of scientific research organizes the filing task, ensuring the integrity, accuracy and systematization of each piece of scientific research material.

        (III) In general, the archives of scientific research should be filed in one copy (originals should be saved for theses and reports), and duplicates should be added for important and commonly-used ones.

        (IV) The department of scientific research formulates the system for borrowing and inquiring archives of scientific research. In order to maintain the rights of research groups, different procedures for borrowing and inquiry shall be gone through as to the specific conditions and security classifications in borrowing files.

VI. Management of academic exchanges
         Academic exchanges are essential conditions that promote scientific research and cultivate scientific talents. The following systems for academic exchanges are formulated, so as to create profound academic atmosphere, timely master the academic dynamics home and abroad, and conduct exchanges of new businesses and new theories.

        (I) Academic exchanges can be in various forms, including seminars, joint studies and exchange visits. We promote the cooperation and communication with universities, colleges and research institutes.

        (II) The academic exchanges should be held according to plan and for certain purposes. By the end of December each year, all departments shall submit their next year's major plans for academic exchanges to be held (participate in) to the department of scientific research. The department of scientific research will gather plans for academic exchanges and report them to the scientific research leading group for approval.

        (III) If staff participate in academic exchange activities home and abroad, they must file in materials like letters of invitation to the scientific research leading group in advance, and can attend the activities only after approval. The information of attendance shall be timely filed in the department of scientific research.

        (IV) Meeting affair charges, travel fees and other expenses incurred from participating in academic exchange activities by approval are subject to relative provisions on financial management.

        VII. Management of research funds
        Research funds mainly refer to survey fees for scientific research projects, acquisition expenses for miniature instruments, design fees, experiment fees, travel fees, labor costs, fees for project demonstration and identification, etc.

        The management of research funds in Xuzhou Museum will be subject to the spirit promoted byNotification of Guidelines on Improving Management of Research Funds of Central Finance and Other Policies (Z.B.F. [2016] No. 50) and relative regulations on financial management.

        VIII. Supplementary Provisions
        (I) This regulation is interpreted by the scientific research leading group of Xuzhou Museum.

        (II) This regulation comes into force from Nov. 10th, 2017.
